New Rep. Bierlein plan respects hardworking professionals in state’s healthcare industry
RELEASE|March 19, 2025

State Rep. Matthew Bierlein has introduced legislation that makes practical updates to Michigan’s licensure application process that emphasize patient safety, personal privacy and the ability to perform essential job functions.

“The state’s current licensure application process includes intrusive questions that inquire about an individual’s mental health history,” said Bierlein, of Vassar. “This can deter healthcare professionals from seeking help they may need within the stressful nature of their work. It also unfairly perpetuates a stigma regarding whether people who seek or have sought mental health support are cut out for these jobs.

“While these questions may have originally been developed with good intent, a person’s relevant experience is paramount and we should fine-tune our applications process to reflect that. I am hopeful to see this bill move through the legislative process so Michigan can be a leader in mental health awareness and support within the healthcare community.”

Bierlein’s House Bill 4277 removes questions related to mental health conditions and impairment from licensure applications. Instead, they will ask an applicant if they have any reason to believe they pose a risk to the safety or well-being of a patient or client, and if they are able to perform essential functions of the healthcare profession they are seeking a license, registration or renewal for.

“No clinician should have to choose between their well-being and their career,” said Mark Komorowski, MD, President of the Michigan State Medical Society. “Rep. Bierlein’s legislation is an important step toward removing outdated barriers, reducing stigma, and ensuring that all healthcare professionals can seek mental health support. Protecting the privacy and dignity of physicians ultimately strengthens our entire healthcare system and improves patient care.”

HB 4277 will soon be formally read into the record.
